The question of Mr. Bullin's salary
in this post gave rise to considerable correspondence as
he was not satisfied with the terms of his appointment,
but it was finally settled by Mr. Lyttelton's Despatch
No. 57 of the 4th. April, 1905, approving a recommendation
made by me that he should be allowed to draw the maximum
salary of his post.

It is unfortunate that at the
time when this recommendation was made his inefficiency
had not been brought to my notice. I now transmit copies

of the correspondence noted in
the margin on the subject of that
inefficiency.
It would appear from this corres-
-pondence that Mr. Bullin has been from the first unfitted
to perform the duties of First Clerk in the Registrar-
-General's Office and as after enquiry I am satisfied that
there is no post available or likely to become available
which he could fill with advantage I consider that the
interests of the public service require that his services
should be dispensed with.

The usual course in such a case
would be to bring the question of the suspension of the
Officer
